Routing Is a Policy Decision, Not a Guess


Nobody set out to need model routing.

The first agent an enterprise builds points at one model. Someone pastes an endpoint into a config file, it works, and the question of which model never comes up because there is only one.

Then there are nine agents. Three teams have opinions about which model suits their workload. Finance has opinions about what each one costs. Security has opinions about where the inference happens. And the endpoint is still pasted into nine config files, which means every one of those opinions has to be resolved by a deployment.

That is the moment routing becomes a real question, and there are two answers on offer.

Semantic routing reads the request and picks a model to suit it. A short factual lookup goes to something small and cheap; a reasoning task goes to something large. The platform decides, per call, based on what the prompt looks like.

Policy routing decides in advance. An operator writes a rule — this team’s agents use this model — and every call that team makes follows it until someone changes the rule.

Both remove the endpoint from the config file. They are not, however, the same kind of thing at all, and the difference matters more than it first appears.


Semantic routing is precarious on many fronts. While it window-dresses as intelligent routing, it is really just a good guess at how to properly route to a particular model. Intelligent routing is not a language model and it never will be — even the implementations that use a small model to classify are running a model that guesses at another model’s competence without ever seeing the answer. So it remains a half-hearted attempt to serve the agent.

Which is why Magertron asserts that policy routing is still the gold standard for channeling families of enterprise agents to their rightful models.

It provides a more predictable exchange of results. It allows the platform-admin team to cost-compare and dry-run certain models against one another — a benefit that only exists when the choice is stable enough to hold one variable still. That is both an economical and a technical benefit to the enterprise.

It also means a model can be shifted at runtime. For an AI platform team, that is the lean-in: a team’s model changes with a policy edit, not a release. During an incident, traffic moves in one place rather than three. When a cheaper model turns out to be sufficient for a workload, adopting it does not require nine deployments and a change window.

And last, it really is the last mile in decoupling the agent from the AI middleware — with the exception of the caller’s token and the known address of the orchestrator.


There is a version of this argument that sounds like caution, and it isn’t.

A platform that governs access is holding something specific: the knowledge of who a caller is, what they may reach, and what an operator decided about them. Every capability worth building on that foundation is a use of that knowledge. Withholding a tool the caller could never have used. Attributing a token to the person who caused it rather than the robot that carried it. Choosing a model because a named human wrote a rule saying so.

Semantic routing uses none of it. It needs a prompt and a classifier, and it would work identically in a platform that knew nothing about the caller at all. That is what makes it the wrong feature for this layer.

The endpoint in the config file was never really about the endpoint. It was the last thing an agent had to know about the platform it runs on. Take it away and what remains is a token and an address: the agent stops knowing which model answers, which tools exist, or which vendors are behind them. It asks, and the platform decides.

That is not a routing feature. It’s when the governance layer finally owns every decision that was only ever configuration.
